It is to inform that Rajya Karmchari Sahitya Sansthan, U.P. Lucknow is a famous and prominent literary institution of Uttar Pradesh. Its office is situated in room no. 119 B, main building U.P. Civil, Secreteriat campus Lucknow. All its members and office bearers are state employees and officers and the chief secretary to Govt. of UP. is its patron (paden sanraksak). This institution is established to promote and incourage the intelect and skill of the state employees who alongwith their office duties are involved in different literary practices. The ultimate aim and object of the institution is to serve the society by various literacy activities.
Under the scheme of the U.P. Government the State employees of Non Hindi Speaking State and Union Territories are to be awarded by the Rajya Karmchari Sahitya Sansthan, U.P. Sharat Chandra Chattopadhyay award of Rs. 1,00,000.00 for their long term contribution in Hindi (including its dilects spoken in U.P.) prose or poetry and Subramanyam Bharti award of Rs. 1,00,000.00 for excellent book of poetry in Hindi language/dialects of U.P. written in Devanagari script. The terms and conditions, notable, points, details of awards and two formats regarding entries for the awards are enclosed herewith.
It is humbly requested of you to get it widely advertised among the state employees of Non Hindi Speaking States and Union Territories so that adequate in number of entries may be received in this regard.

Conditions and important points regarding application for confering awards to the authors for their long term literary contribution and books published in prose/poetry:
(1) The entries should reach to "Rajya Karmchari Sahitya Sansthan, U.P., Lucknow" latest by 23 October, 2015.
(2) The entries should be sent by those officials of U.P. Govt. (State Government Officials including officers of all India Services of State Cadre) who are regular in service or who have completed at least three years of their services. Services on the basis of contract, daily wages and work-charge officers/officials will not be entertained. Certificate issued by the employer or any other certified order (by the gazetted officer) should be attached regarding original appointment, regularisation, permanancy or countinuity of services of three years or above.
These condition will also apply to government officials of non Hindi States. The pensioners of U.P. Government should sent their entries in the form prescribed to them alongwith photocopies of identity card certified by the gazetted officer issued by treasury with copies of pension papers and voter I.D. card certified by gazzetted officer. Non-Hindi states government officials and retired government officials of U.P. should enclose photo state copy of voter I.D. card duly certified by gazzatted officers alongwith certificate (Hindi/English) issued by the employer as a proof of government employee.
(3) The year of publication should be mentioned in the book and the first edition of the said original/published book will be entertained. The book should have been published within six financial years. In case of second edition of the book, it has to be verified that the new matter in the said edition are at least sixty percent original.
(4) The prescribed proforma of entries should be sent in six copies alongwith six copies of the book. In case of scacity of copies, at least two copies shall be sent compulsarily.
(5) All the columns of the proforma should be filled completely. The person should have long term contribution or published book in Languages/ dialects of U.P. written in devanagari skript or Urdu Language (pharsi script).
For the long term literary contribution of the U.P. government employees in the language/dialect being spoken in the state, four awards (two for prose and two for poetry); for the write-ups in Deonagari script language/dialect of U.P. Three awards in prose and five awards in poetry total five awards are to be given. Apart from this, for the long term contribution in Hindi language/dialect of the state by the retired government officials one award each for prose and poetry and one award each for books of prose and poetry are to be given. Alongwith this one award for the long term contribution in prose and poetry of non Hindi speakin states and one award for the original poetry writers are to be given.
Two awards are to be bestowed (prose or poetry) to the officials of U.P. Government for their long term literary contributions in Urdu language (Percian script). One award is to be bestowed for Urdu language (Percian script) write-up or translated/transcriped prose or poetry write-up in Persian of original book written in other language. One awrd is to be bestowed for poetry book and one award for long term contribution in prose or poetry for best book written in Urdu language in Percian by retired officials of U.P. Government.

(6) A notice to this effect has been published in all daily editions of "Rashtriya Sahara" dated 20 July, 2018. The aforesaid proforma and conditions have been circulated by post to all District Magistrates and District Information Officers of the U.P. state and in addition to the government officials of Non Hindi speaking states.
The conditions and proforma in Hindi language alongwith english version have been circulated to Chief Sacretaries of Non Hindi Spesking States, Central Hindi Diarectorate New Delhi. Kendriya Hindi Sansthan Agra. Secretary, Official Language, Government Of India, New Delhi. Scientific and Technical Linguistic Commission, Government of India New Delhi requested for wide cerculate thereof.
(7) Entries shall be sent on the proforma which is sent alongwith the letter by copying of this or the proforma may be obtained by post registry to Sachiv Puraskar Samiti by sending duly stamped envelop by 31 October, 2018 but the entries must reach before 30 November, 2018. (8) The final decision regarding the acceptance or the rejection of the entry is and awards shall be taken by the selection committee constituted for the same. The writers selected for the award will be informed by post.
